A Mobile Elevated Work Platform (MEWP) is a mechanically powered piece of equipment designed to safely move people, tools, and materials to elevated working positions. Commonly known as scissor lifts, boom lifts, and cherry pickers, MEWPs are essential in industries ranging from construction and maintenance to warehousing and events.
National Compliance Training delivers RTITB-accredited MEWP operator courses that cover all categories of platform, from vertical scissor lifts (MEWP Category 3a) to articulated boom lifts (MEWP Category 3b). Our training ensures operators can work safely and confidently at height, meeting both legal requirements and industry best practice.
Courses are available for novice operators, experienced operators without formal certification, and those needing a refresher. We deliver training at our fully equipped Midlands centre in Nuneaton or on-site at your premises anywhere in the UK.

RTITB Accredited Training Provider
National Compliance Training is a fully accredited RTITB training provider. RTITB (Road Transport Industry Training Board) is the UK's leading accrediting body for workplace transport and logistics training, including mobile elevated work platforms. Our RTITB accreditation means every MEWP course we deliver meets the highest industry standards, our instructors are regularly audited for quality, and your certification is recognised by employers across the UK and internationally. Upon successful completion, your MEWP operator licence is registered on the RTITB national database for easy employer verification.
Legal Requirements for MEWP Operation
Under the Work at Height Regulations 2005, employers must ensure that anyone working at height has received adequate training and is competent to use the equipment provided. The Provision and Use of Work Equipment Regulations 1998 (PUWER) further requires that all work equipment operators are properly trained. The Lifting Operations and Lifting Equipment Regulations 1998 (LOLER) apply to MEWPs as they lift people, requiring thorough examination at least every 6 months. The HSE strongly recommends RTITB or equivalent accredited training for all MEWP operators. Operating a MEWP without proper training is both illegal and extremely dangerous, with falls from height being the single largest cause of workplace fatalities in the UK.

Master the controls and safe operating procedures for scissor lifts and boom lifts, including platform levelling, smooth elevation, lowering, and travelling. Understand the differences between each MEWP category.
Working at Height Safety
Understand the hierarchy of control for working at height, correct use of personal fall protection equipment (harnesses, lanyards), safe working load limits, and how to manage environmental factors such as wind.
Hazard Identification & Risk Assessment
Identify and assess common MEWP hazards including overhead obstructions, unstable ground conditions, proximity to power lines, pedestrians, and other site traffic. Learn to complete dynamic risk assessments.
Ground Conditions & Positioning
Assess ground conditions, gradients, and surface suitability before deploying a MEWP. Learn correct outrigger setup, exclusion zones, and how to position the platform safely for the task at hand.
Emergency & Rescue Procedures
Know what to do when things go wrong. Learn emergency lowering procedures, platform rescue techniques, and how to implement an effective rescue plan before starting any work at height.

Frequently Asked Questions
What is a MEWP and what types are there?
A MEWP (Mobile Elevated Work Platform) is a mechanical device used to provide temporary access for people to work safely at height. The main types include scissor lifts (Category 3a), which move vertically only, and boom lifts (Category 3b), which include articulated and telescopic booms that provide both vertical and horizontal reach. Other types include vehicle-mounted platforms and mast climbers. MEWPs are commonly known by names such as cherry pickers, scissor lifts, aerial work platforms, and access platforms.
Do I need a licence to operate a MEWP?
While there is no single statutory licence required to operate a MEWP in the UK, the Work at Height Regulations 2005 and PUWER 1998 require that operators must be competent, which means they must have received adequate training. In practice, most employers and principal contractors require RTITB or IPAF certification as proof of competence. Many construction sites will not allow you to operate a MEWP without a valid operator card. An RTITB MEWP licence is widely regarded as the industry standard.
How long does a MEWP licence last?
The RTITB MEWP Operator Licence is valid for 3 years from the date of successful completion. After 3 years, you will need to complete a refresher course to renew your certification. We recommend booking your refresher before your licence expires to ensure continuous compliance. Your licence is registered on the RTITB national database, making it easy for employers and site managers to verify your qualification.
What is the difference between MEWP Category 3a and 3b?
Category 3a covers scissor lifts — platforms that move vertically only, with no horizontal outreach capability. These are commonly used in warehouses, retail environments, and for indoor maintenance. Category 3b covers boom lifts, including both articulated and telescopic booms, which can extend both vertically and horizontally. These are used on construction sites and outdoors where you need to reach up and over obstacles. You can train on one or both categories depending on your needs.
Can you deliver MEWP training at our premises?
Yes, we offer on-site MEWP training across the entire UK. On-site delivery is often more cost-effective for businesses with multiple operators to train, and has the advantage of training your team on your own equipment in the actual environment they will be working in. We bring all necessary training materials. Contact us for a tailored quote based on your location, number of delegates, MEWP categories required, and specific equipment.
What PPE do I need for the MEWP course?
You should wear safety footwear (steel toe cap boots), comfortable clothing suitable for practical outdoor work, and a high-visibility vest or jacket. A safety harness and lanyard are required when operating boom lifts (Category 3b) — we can provide these if you do not have your own. Bring something to write with for the theory elements. All training equipment, including MEWPs, is provided by us.
Is RTITB MEWP training the same as IPAF?
RTITB and IPAF are both recognised accrediting bodies for MEWP operator training in the UK. Both qualifications are widely accepted across the industry and demonstrate operator competence. The main difference is the accrediting body behind the certification. RTITB accreditation is particularly well-recognised in warehouse, logistics, and material handling environments, while IPAF has a strong presence in construction. Most employers accept either qualification.
