Who sets the Transport Manager CPC exam?

The Chartered Institute of Logistics and Transport (CILT) is the current examination body for the Transport Manager CPC in the UK. OCR, which many older transport managers will remember from their own exams, stopped offering the qualification in 2021, although OCR past papers are still widely used for practice. There are two versions of the qualification: Road Haulage (for goods vehicle operations) and Passenger Transport (for bus and coach operations). The exam structure is the same for both; only the syllabus content differs.

What is the format of the TM CPC exam?

The examination is made up of two separate papers, and you must pass both:

• The multiple choice paper. This tests knowledge across the whole syllabus: road transport law, operator licensing, drivers’ hours and tachographs, vehicle standards and maintenance, business and financial management, and health and safety. It is a closed book test of breadth.
• The case study paper. This is an open book exam lasting around two and a quarter hours, built around a realistic transport business scenario. You answer a small number of longer questions, each worth up to 20 marks, applying the rules to the scenario rather than just recalling them. CILT releases a set of case study scenarios in advance of each sitting, and one of those scenarios appears in the exam, so there is real value in working through the pre-release material with a tutor before exam day.

The case study is where most candidates come unstuck. Open book sounds easier than it is: you will not have time to look everything up, so you need to know where the answers live and how to apply them under time pressure.

How and when can you sit the exam?

CILT exams are scheduled at regular sittings throughout the year, and most candidates now sit them online with remote invigilation, using a computer and webcam from home or their workplace. What is the Transport Manager CPC pass rate?

CILT does not publish official national pass rates for the Transport Manager CPC, so treat any precise figure you see with caution. Industry estimates in 2026 generally place the national first-time pass rate somewhere around 40 to 60 per cent, meaning a large share of candidates fail at least one of the two papers at their first attempt. Training providers often quote their own pass rates, which are usually higher than the national picture because their candidates have been through structured preparation.

Why do so many fail? Rarely because any single topic is too difficult. The syllabus is broad rather than deep, and the case study demands application, not memorisation. When do you get your TM CPC exam results?

Results are issued by CILT after each sitting, and your training provider or exam centre will confirm the expected results release date when you book, since it varies by sitting. Expect a wait of several weeks rather than days, because the case study paper is marked by examiners rather than machine-scored. Once you have passed both papers you receive your Certificate of Professional Competence, which is the document the Traffic Commissioner requires when you are nominated as a transport manager on an operator licence. It does not expire, although refresher training is strongly recommended, and Traffic Commissioners increasingly expect it from managers returning to the role after a gap.

What happens if you fail one paper?

You only resit the paper you failed. If you pass the multiple choice paper but fail the case study, your multiple choice pass is banked and you rebook the case study alone for a future sitting.
